Shortly Before The End Of His Term, President Ford Sent To Congress His Proposed Federal Budget For Fiscal Year 1978. It Proposes Outlays Of $440 Billion In Fiscal1978, Up 6.5 Percent Over 1977 Levels, And Estimates Receipts At $393 Billion, For A Deficit Of $47 Billion. It Also Proposes Increasing Funding 8 Percent For Federal Handd Programs To$26.3 Billion.
